Innovative Nutrient and Sediment Reduction Program

The National Fish and Wildlife Foundation, in partnership with EPA and the Chesapeake Bay Program, will award Chesapeake Bay Stewardship grants on a competitive basis of between $200,000 and $1 million each to support the demonstration of innovative approaches to expand the collective knowledge about the most cost effective and sustainable approaches to dramatically reduce or eliminate nutrient and sediment pollution to the Chesapeake Bay and its tributaries.


Program Description

United States charged an international shipping company with violating numerous federal pollution laws after inspections and actions taken by the Washington Department of Ecology and the Coast Guard identified the violations. As part of the settlement, the courts ordered $2,000,000 in community service payments to be made to the National Fish and Wildlife Foundation (Foundation) to be invested in conservation projects in the area of environmental impact.

Deadlines for this program are yet to be determined.
The MSRP is funded by settlement agreements entered into by multiple defendants in the case of the United States and the State of California versus Montrose Chemical Corporation of California and other defendants. MSRP restoration priorities include the restoration of fishing opportunities lost as a result of local fish consumption advisories and catch bans now in place. The restoration plan highlights both fish habitat restoration projects and a public education project to address these losses.
The National Fish and Wildlife Foundation, together with the U.S. Fish and Wildlife Service, is requesting proposals for projects located within the Northern or Central Districts of California that benefit fish and wildlife species and the habitats upon which they depend. Types of project activities may include, but are not limited to, on-the-ground habitat conservation, improvement of public access areas, and projects that encourage collaboration and support local communities.
The Marine Mammal Commission Fund supports projects to identify, study, develop, and promote the implementation of more effective protection and conservation measures for marine mammals. In 2009 the research and conservation topics of focus are: Marine Mammals and Climate Change in the Arctic Ocean and Bering Sea, Calibration of New Methods for Surveying Marine Mammals, Alternative Observer Coverage for Marine Mammal Species at High Risk from Fishery Interactions, Building Capacity for Marine Mammal Research and Conservation in the Caribbean Region, and Assessment and Conservation of Sirenians.
Provides grants for projects that build public-private partnerships to reduce and prevent degradation of coral reefs and associated reef habitats (e.g. seagrass beds, mangroves etc).
The Shell Marine Habitat Program is a partnership between the Shell Oil Company and the National Fish and Wildlife Foundation (NFWF). The purpose of this partnership is to provide grants for projects that benefit marine and coastal habitats in and around the Gulf of Mexico, as well as the North Aleutian Basin, North Slope Borough, and Northwest Arctic Borough areas of Alaska. Please note new deadline!

***PLEASE NOTE: Applications for the Shell Marine Habitat Program-Alaska are being accepted through the Alaska Fish and Wildlife Fund. Additional application details can be found at Alaska Fish and Wildlife Fund. Please refer to the SMHP-Alaska RFP for proposal priorities. Applicants do NOT have to submit a separate application directly to the Shell Marine Habitat Program-Alaska.
The Foundation is seeking nominations for a national award to recognize individuals for achievements in wildlife law enforcement, focusing especially on those activities which directly aid or advance the law enforcement goals and mission of state and federal fish and wildlife agencies.
The National Fish and Wildlife Foundation, together with agency and private donor partners, is requesting proposals to further conservation of species and habitats in Alaska and its near coastal waters.
The National Fish and Wildlife Foundation announces the availability of matching grant funding for sea turtle conservation projects in the Western Hemisphere. Projects of interest will focus on research, assessment and bycatch reduction projects. See the current request for proposals for more details.
The Pinellas County Environmental Fund is a partnership among Pinellas County (FL), NOAA, and the National Fish and Wildlife Foundation. The purpose of this partnership is to provide grants for projects that conserve and restore fish and wildlife habitat in Tampa Bay.

Provides grants to organizations and other public entities to protect and improve fish and wildlife habitat in and along the Lower Columbia River below the Bonneville Dam and the adjacent coasts of Oregon (up to and including Tillamook Bay) and Washington (up to and including Willapa Bay).
As a result of the M/V Kure and M/V Stuyvesant oil spills in Humboldt Bay (in 1997 and 1999, respectively), the Kure/Stuyvesant Trustee Council was formed to direct the expenditure of the natural resource damage assessment settlement money resulting from the spills.
Supports cold water fisheries conservation projects, particularly in the tributaries and mainstem Snake and Yellowstone Basins.
The Bronx River Watershed Initiative (BRWI) has $2.4 million available for stormwater retrofit projects, including Low Impact Development initiatives, to address the root causes of pollution from stormwater outfalls to improve water quality and river ecology along the Bronx River. The funds come from a $7 million settlement generated by the New York State Attorney General’s Office and New York State Department of Environmental Conservation resulting from violations associated with discharges of raw sewage into the Bronx River from storm sewers. Please note: Deadline has been extended due to heavy snow in NE!
The National Fish and Wildlife Foundation's collaboration with ExxonMobil Foundation supports international efforts to assist in the long-term survival of Asia's remaining populations of wild tigers. Save The Tiger Fund's main website is located at SaveTheTigerFund.org.
The National Fish and Wildlife Foundation (NFWF) has entered into a conservation program partnership with PacifiCorp Energy, California Department of Fish and Game (CDFG) , and the National Oceanic and Atmospheric Administration (NOAA) to fund projects designed to enhance the survival and recovery of the listed Coho salmon, including, but not limited to, efforts that will restore, enhance and improve the habitat, flows and fish passage for Coho salmon in the Klamath River and its tributaries below Iron Gate Dam.

The goal of the Chesapeake Bay Stewardship Fund is to accelerate local implementation of the most innovative, sustainable and cost-effective strategies to restore and protect water quality and vital habitats within the Chesapeake Bay watershed. The Stewardship Fund offers two grant programs: The Chesapeake Bay Small Watershed Grant Program and the Innovative Nutrient and Sediment Reduction Program. Major funding for the Chesapeake Bay Stewardship Fund comes from the U.S. Environmental Protection Agency (EPA), the U.S. Department of Agriculture Forest Service (USFS), and the National Oceanic and Atmospheric Administration (NOAA).

The Walker Basin Restoration Program was established by Public Law 111-85 in October 2009 for the primary purpose of restoring and maintaining Walker Lake, a natural desert lake in Nevada. Walker Lake is at the terminus of the Walker River stream system of Nevada-California. The Lake elevation has been steadily declining since the early 1900s, resulting in a steady increase in the salinity or Total Dissolved Solids (TDS) of the Lake. The Walker Basin Restoration Program will include a water acquisition program with willing sellers; a three-year demonstration water leasing program to be developed and administered by the Walker River Irrigation District (WRID); related research, program evaluation, and decision support activities at the University of Nevada-Reno and the Desert Research Institute; and an associated conservation and stewardship program that will include both directed measures and Request for Proposals for water conservation projects.
To pay tribute to and carry on Rich Guadagno's legacy, the National Fish and Wildlife Foundation established this fund to provide funds for a scholarship program. The fund is used for a variety of conservation projects, such as scholarships to support outstanding students with an avid interest in wildlife biology and special conservation projects that support wildlife and habitat protection. Scholarships under this fund are currently being offered to College of the Redwoods and Humboldt State University students pursuing courses of study in natural resources and the sciences.

The Upper Mississippi River Watershed Fund (UMRWF) is a partnership between the USDA Forest Service and the National Fish and Wildlife Foundation. This partnership will provide grants that benefit the stewardship of the forests and the restoration of watersheds in the Upper Mississippi River drainage.
This partnership with Southern Company provides approximately $1 million annually for grants for longleaf pine ecosystem reforestation within the Southern Company service area of Georgia, Alabama, northwestern Florida, and southeastern Mississippi.
Through the Southern Company Power of Flight program, a minimum of $600,000 is available annually to fund bird conservation projects within the Southern Company service area of Georgia, Alabama, northwestern Florida, and southeastern Mississippi.
This year the Sound Futures Fund will emphasize implementation projects focused on protecting and restoring Long Island Sound, particularly projects that:restore and protect important fish and wildlife habitats; and implement locally-based projects that improve water quality and protect water resources.
Provides modest financial assistance on a competitive basis to support community-based wetland, riparian, and coastal habitat restoration projects that build diverse partnerships and foster local natural resource stewardship through education, outreach and training activities.
The Aleutian Islands Risk Assessment (AIRA) was created to produce a comprehensive evaluation of the risk of vessel accidents and spills in the Aleutian Islands, with the ultimate goal of identifying risk reduction measures that can be implemented to improve the level of safety related to shipping operations in the region.
Since 2002, the National Fish and Wildlife Foundation has worked in partnership with the Bonneville Power Administration to administer the Columbia Basin Water Transactions Program. The program supports entities working to increase tributary flows for fish in the Columbia River Basin through water transaction projects.

This program does not issue an annual RFP. Please review the information on this program.
The NOAA Marine Debris Program (NOAA MDP) coordinates, strengthens, and enhances the awareness of marine debris efforts within the agency and works with external partners to support research, prevention, and reduction activities related to the issue of marine debris.
Established to engage landowners, community groups, tribes, and businesses in salmon recovery within the Cedar River, Lake Washington, Sammamish Watershed (WRIA 8), the Green/Duwamish & Central Puget Sound Watershed (WRIA 9), and southern Snohomish County in Washington State. The program awards small-scale grants for salmon habitat protection and restoration projects that are marked by community involvement and watershed health benefits, and which are consistent with local salmon recovery plans.
Seeks to fund projects that benefit fish, wildlife, and plants, as well as provide educational opportunities and encourage community involvement in conservation efforts within the Pacific Gas and Electric Company’s service area in northern and central California.
NFWF has established local partnerships throughout Washington State through the Community Salmon Fund program to engage landowners, community groups, tribes, and businesses in stimulating smaller-scale, community-oriented habitat restoration and protection projects to aid in salmon recovery. Grants made under this program are administered by the Foundation. There are currently three Community Salmon Fund partnership programs. NFWF has partnered with the Washington State Salmon Recovery Funding Board (SRFB) to administer a statewide Community Salmon Fund program that is coordinated with the individual Lead Entity groups. In addition to this SRFB Community Salmon Fund program, NFWF has partnered with both King and Pierce Counties to administer county-specific Community Salmon Fund programs in those counties.

Wildlife Links is a cooperative program between the National Fish and Wildlife Foundation and the United States Golf Association (USGA) that funds cutting edge research, management, and education projects targeted at golfers and the golf industry.
Please Note: Due to the financial downturn and shifting priorities the Wildlife Links program will be taking a hiatus in 2010 and will not be accepting applications this year. NFWF and the United States Golf Association are revisiting their partnership and the priorities of the program, with the goal of possibly restarting the program in 2011 with a fresh set of priorities and partners. Please check here periodically for updates.

Supports costs associated with The Nature of Learning, a community-based conservation education initiative that uses National Wildlife Refuges as outdoor classrooms and enhances natural resource stewardship in the community.
The Shell Marine Habitat Program (SMHP) is a partnership between Shell Oil Company and the National Fish and Wildlife Foundation (NFWF). The purpose of the partnership is to support conservation and restoration activities that result in measurable benefits to key species and their habitats within coastal ecosystems.

The Pulling Together Initiative seeks proposals that will help control invasive plant species, mostly through the work of public/private partnerships such as Cooperative Weed Management Areas.
Supports on-the-ground conservation projects that protect, enhance, and/or restore native plant communities, including pollinators, on public and private lands. Projects fall into one of six categories: conservation, education, restoration, research, sustainability, and creating data linkages for native plant conservation in North America.
Funds on-the-ground efforts to restore, protect, and enhance native aquatic species to their historic range.
Provides competitive seed grants to creative and innovative proposals that seek to increase the number and effectiveness of organizations interested in assisting the refuge system nationwide.

Due Dates are Subject to Change
A number of international agreements prohibit the at-sea dumping of oil and oily waste by marine vessels, most notably the International Convention for the Prevention of Pollution From Ships, 1973, as modified by the protocol of 1978 (“MARPOL”). For United States vessels and foreign vessels in United States waters, this activity is also prohibited by United States law and regulation.
The Budweiser Conservationist of the Year award honors an individual who has made an outstanding contribution to conservation. Each year, a committee selects four conservationists as finalists from dozens of outstanding nominees, and Budweiser consumers from across the country vote for the Budweiser Conservationist of the Year in an open-ballot process on Budweiser.com.
Acres for America is a partnership between Walmart Stores, Inc. and the National Fish and Wildlife Foundation. The Acres for America program was established to provide funding for projects that conserve important habitat for fish, wildlife, and plants through acquisition of interest in real property. The goal of the Acres for America program is to offset the footprint of Walmart’s domestic facilities on at least an acre by acre basis through these acquisitions.

Preproposals are accepted annually on April 1.
This partnership with ConocoPhillips provides approximately $600,000 annually for grants for bird habitat conservation projects in areas where ConocoPhillips has an operating presence.
Sustain Our Great Lakes is a public–private partnership among ArcelorMittal, the U.S. Environmental Protection Agency, the U.S. Fish and Wildlife Service, the U.S. Forest Service, the National Fish and Wildlife Foundation, and the National Oceanic and Atmospheric Administration. The program is designed to support the implementation of the Great Lakes Restoration Initiative, an outcomes-focused initiative designed to protect, maintain and restore the chemical, biological and physical integrity of the Great Lakes ecosystem. The program supports habitat restoration, protection and enhancement projects, invasive species control, water quality improvements, and watershed planning within the Great Lakes basin.

The next funding opportunity will be announced in early 2011.
A $2 million court settlement with an international shipping company resulted in the creation of the Oregon Governor’s Fund for the Environment, which is a sustained granting program to benefit Oregon’s rivers and streams. The grant program makes up to $300,000 a year available for projects that will restore the quality of Oregon’s rivers and associated fish, wildlife and plants.
A number of international agreements prohibit the at-sea dumping of oil and oily waste by marine vessels. For United States vessels and foreign vessels in United States waters, this activity is also prohibited by United States law and regulation.

This Request for Proposals ("RFP") is being issued in connection with the Marine Environmental Satellite Monitoring Program ("SATMON Program"), which is a pilot program designed to detect the presence of vessel-source oil or other hazardous substances in both coastal and offshore maritime areas and identify responsible vessels using imaging and communications satellites. The SATMON Program will (a) lease satellite time and/or acquire satellite imagery and (b) purchase and employ Automated Information Systems (AIS) vessel communications data, to detect potential discharges of such substances within the United States Exclusive Economic Zone ("EEZ") with the overarching objective of improving environmental compliance within the EEZ.
