Description:

Following a 2003 oil spill in Buzzards Bay (Bouchard Barge B-120), a Natural Resources Damage (NRD) Assessment resulted in settlement funding to be used for aquatic and shoreline resource restoration projects in affected areas. In a 2014 Final Restoration Plan, the B-120 Trustees Council which administers the funds selected the proposed Horseshoe Mill Dam removal project as a top priority to restore river processes and migratory fish populations in the Bay. The Trustees approved funding for engineering design, permitting and construction of this project, presented as a Tier I preferred alternative in the Final Restoration Plan and Environmental Assessment (EA). A Supplemental EA (SEA) was completed in April 2017, which concluded National Environmental Protection Act (NEPA) evaluation for this project. The Final SEA thus serves as the NEPA documentation for this application to the National Fish and Wildlife Foundation (NFWF).
