Identify, prioritize and develop water transactions in the Grande Ronde, Wallowa, Umatilla, Walla Walla and John Day River Basins working in collaboration with the Confederated Tribes of the Umatilla Indian Reservation. Project will improve future flow regimes for ESA-listed salmonids, mitigate for out of stream use, increase habitat quantity and lower water temperatures.
